I'm on dialup, and I'm wondering whether the better strategy for getting decent U2 tickets is over the phone or online. Any ideas?

no... there will be hella traffic both ways I bet. Try going to a ticketmaster outlet store. Maybe... if you have high-speed internet like DSL or cable then go online :)
I usually get my tickets at outlets... once I tried getting tix over online and I thought about it too much, my tix on hold went onsale after a min. and I lost 4 tickets, but that was for The Killers.

Will an outlet store be faster, or will they go through the same wait on their computers? (The closest ones to me are at grocery stores and I'm also worried about having to wait in some stupid customer service line)

I'm debating to go home to my parent's cable modem, to work to a t-1 line, stay here and try dial up while calling, or try an outlet

I'd go for the cable connection!

I bought my ticket for a Madison Square Garden show using dailup because my cable went out that morning! Of all the days. I'd imagine it'd be fine, but if you have another option, might as well take advantage of it :^)

Ive gotten good tickets on dial up before. It's more how busy ticketmaster is than how fast your connection is. But if there's an outlet nearby you might try that. But ask them in advance if you can get tickets there. Cause one time I tried to get tickets at an outlet, but the concert was too far away to get tickets to.
