Desperately seeking icon maker (Crossposted):

I found this icon in the user pictures of an LJ friend, but she has forgotten who made it and I'd rather know before using it (since I'm picky about giving credit to the person that deserves it for their great work), so if any one has seen this and knows who made it I'd appreciate it very much if you could comment and tell me!
