I would have thought that the countdown was to signify how long it would be until they announce the tour :/

No, it's too late to be the announcement, especially seeing the tour will begin in only just over a month from that date. We already know tickets will go on sale roughly when this countdown ends from one extremely solid more-than-rumour, so I am 95% sure this is to the actual sale date.

They'll likely be announced earlier this month.

Strangely, if you set your clock to the 26th of this month (just past the zero hour on htdaab.com), it resets to 99 days. I don't think that'll be of any significance, though.

Seems legit, although they're trying to cover their tracks. Here's the information on the registrant, according to the WHOIS directory:

This person also owns the following addresses:
howtodismantleanatomicbomb.com
howtodismantleanatomicbomb.net
howtodismantleanatomicbomb.org

And apparently runs u2vertigo.com. The server they use is also used by Northern Ireland clubs, fashion labels, etc.

Looks to me like one person affiliated with the band registered all of these sites back when they chose the final album title, back in June. No one knew the title back then, so fans couldn't have known to steal those site addresses. Hence it looks like someone official has created this site to keep us all in suspense, rather than someone looking to scam the fan community...

They were all registered by James Cooke from the company owned by Adam Clayton's brother. @U2.com reported on this back in July - it pretty much confirmed all the rumours about what the album was going to be called.
